The Maryland Higher Education Commission is given the authority by law to create advisory councils to address specific needs. The Student Transfer Advisory Council was created by the Commission to review transfer issues and recommend policy changes as needed. The Council reports annually to the Secretary on the status of transfer and articulation in Maryland.

Membership includes thirteen members representing all segments of postsecondary education, the Faculty Advisory Council, and the Maryland State Department of Education. Ex-officio members include the Director of Articulation for the University System of Maryland and the Secretary of Higher Education or the Secretary's designated representative, who serves as Chair of the Council.

• A Strategic Plan for Articulation and Transfer
  The Student Transfer Advisory Council (STAC) prepared this report for the Maryland Higher Education Commission as the Commission began developing the State's strategic plan for postsecondary education. This report provides an overview of what has been accomplished in recent years and suggests some of the areas in which action is still needed.

• General Education Implementation Guiding Principles
  These principles have been developed by the Chief Academic Officers (CAO's) of Maryland's higher education institutions in conjunction with the development and implementation in 1996 of the General Education and Transfer regulations. The purpose is to provide direction for those seeking to interpret the requirements as they are applied across institutions. These principles are neither binding nor regulatory but do provide the best thinking of a large and diverse group charged with defining the new relationship among all institutions implicit in the General Education regulations. It is expected that these principles will be amended as necessary, clarified as institutions require and otherwise edited as the CAO's see fit--always with the goal of facilitating the General Education and Transfer regulations.

• ARTSYS - The Articulation System
  Developed in 1988 by the University System of Maryland for use on PCs, the ARTSYS program has now been web-enabled to provide wider access to this invaluable advising tool. The program provides advisors and students the ability to search for course equivalencies, recommended transfer programs, majors, and more.
